During Joe’s 30 years with the New York City Police Department, of which 17 years were spent as a SWAT operator on the elite Emergency Service Unit (ESU), he cataloged an impressive high-tempo career. Throughout his tenure with the NYPD ESU, Joe rose to the position of Senior Team Leader and was responsible for directing and executing over 2,500 direct-action operations, including high-risk warrants, hostage rescues and negotiations, high-angle rope rescues, active shooter response, barricaded individuals, as well as a cadre member for the ESU training program. Joe’s career was distinguished with seven Bronze Star commendations and fifteen awards for meritorious service. In 2015, Joe was awarded the Medal of Valor, the nation’s highest decoration for bravery exhibited by police officers, for shielding his team from an improvised explosive device (IED) during an active shooter incident at risk to his own life. Joe has trained over 1,400 police officers in a newly formed Strategic Response Group and Counter-Terrorism Critical Response Command. As a subject matter expert assaulter, Joe maintained responsibility for training members of the NYPD ESU in CQB, tactical firearm training, active shooter response, hydraulic breaching, and operational planning.
A 21-year veteran of the NYPD with 11 years as an operator on the Counter-Terrorism Unit, Eddie has executed and led thousands of raids and deployments to apprehend violent criminals. Beginning his career as a Bronx patrol officer, Eddie quickly became a sergeant on the Burglary Apprehension Team. After making the jump to NYPD’s Counter-Terrorism Unit, his high-tempo career was marked by highlights such as developing and implementing an updated NYC Marathon Counter-terrorism Security Plan in the wake of the horrific attack on the Boston Marathon. Additionally, he liaised between NYPD and partner agencies, coordinating extensive multi-agency large-scale active shooter and counter-terrorism exercises, managing 400+ participants from NYPD, FDNY, FBI, U.S. Secret Service, and the Department of Defense.
Eddie finished his tenure with NYPD as the senior leader of the department’s Training Sections, overseeing the training across seven NYPD bureaus and over 12,500 students. Eddie is now focused on developing civilian preparedness and survivability training in active shooter situations and developing Legacy’s LEO active shooter and counter-terrorism POIs.
Mark’s law enforcement career began after separating from the Marine Corps in 1986. From 1987 to 2000, Mark served as a Police Officer in Missouri. In 2000, he transitioned to federal law enforcement, joining the FBI as a Special Agent. While with the FBI, Mark served as the SWAT Senior Team Leader for his team and gained considerable experience executing high-risk search warrants and deployments outside of the continental United States. Following retirement in 2021, Mark continues to serve as an Active Shooter Response Instructor for a Nationally Recognized program having taught more than 2000 LEOs across the United States.
With over 32 years of law enforcement experience, J.W. spent most of his career as a DEA Special Agent. Operating as a federal agent for 28 years, Jim gained extensive experience and knowledge with all levels of investigations, from strategic targeting to tactical resolutions - including national and international organizations and individuals. As a tactical operator on the DEA Miami Special Response Team (SRT), J.W. assumed command of the team as the Senior Team Leader in 2015. During this time, he was responsible for coordinating the team's sustainment training, developing new TTPs used in enforcement operations, briefing policymakers and senior agency legal counsel regarding the legality and ramifications of proposed operations, and overseeing the tactical plan of operations.
In addition to being exceptionally well-rounded tactically, J.W. possesses many qualifications. As a defensive tactics instructor, J.W. is a Brazilian Ju Jitsu Black Belt, DEA Defensive Tactics Instructor, and Special Operations Combative Program graduate. Bringing certifications ranging in everything from an NREMT license to HRST Master to being a certified Colorado Outdoor Adventure Guide, J.W. adds multiple layers to the experience level of Legacy.
M.K. began his law enforcement career in 1979 with the Virginia Beach Police Department, where he served for 11 years with nine years on the SWAT team before crossing over to the DEA. Beginning his DEA career in 1990, M.K. immediately jumped into an undercover capacity targeting domestic and international illegal narcotics distribution. M.K. went on to serve 14 years on the DEA Trauma Team, responding to critical incidents and participating with Clandestine Laboratory Teams, conducting entries against the highest-level violators, and dismantling illegal drug manufacturing labs. M.K. finished his tenure with the DEA as the Resident Agent in Charge, overseeing the planning and administrative requirements of three Task Force Enforcement Groups and providing training to Federal, state, local, and military agencies. M.K. continued to serve overseas, training partner forces in interdiction operations and counter-drug trafficking measures in Afghanistan, Jordan, Lebanon, Albania, Mongolia, Vietnam, Philippines, Malaysia, Thailand, and Tajikistan.
Bryan brings the company over 16 years of state and local tactical law enforcement experience. Bryan began his career as a Drug Task Force narcotics officer at a local law enforcement agency. Eventually, he went to the county Emergency Response Team and served as a SWAT operator. At this time, he also served on a joint task force as a warrant officer with the Philadelphia Warrant Unit, planning and executing tactical operations resulting in the apprehension of violent criminals.
In 2017, Bryan began working with the U.S. State Department overseas as a Protective Security Specialist (PSS), where he fulfilled multiple deployments to Iraq and was assigned to the ambassador's protection detail. As a PSS operator, Bryan also served the State Department as a Global Anti-Terrorism (GATA) instructor, developing and teaching the following curriculums;
In addition to serving as a State Department instructor, Bryan also instructed Special Missions Units in executing personal security operations during anti-terrorism missions. Most recently, Bryan has been instructing at the State Department's Foreign Affairs Security Training Center (FASTC) as a CQB and Defensive Tactics instructor for DSS Special Agents and OGAs. As a leading instructor for FASTC, Bryan has delivered training compliant with the Federal Law Enforcement Training Accreditation (FLETA) standards on tactical firearms, suspect apprehension and control techniques, non-lethal force, CQB, small unit tactics, tactical medicine, and mission planning.
With a highly kinetic career in the 75th Ranger 3rd Battalion, Brian served as an assaulter and Assault Team Leader with multiple combat deployments to Iraq and Afghanistan. Following his military career, Brian entered civic service in Richmond, VA, as a patrol officer, quickly transitioning to the Richmond PD SWAT Team. After serving 16 years as an operator at RPD SWAT, Brian assumed leadership as the team’s SWAT Commander in 2020.
After a career as a 75th Ranger Regiment Sniper and Team Leader, Tyler shifted into law enforcement, serving as a Narcotics Investigator and SWAT operator for the Richmond Police Department. After six years as a tactical officer, Tyler began deploying with the Department of State, supporting overseas missions in Iraq and Sudan.
